PURPOSE: To review and regulate the construction and exterior of buildings and land uses in the Historic Third Ward and Business Improvement District #2. Prior to the issuance of permits, to offer advice on design guidelines; make recommendations for possible amendments to the design guidelines or areas for inclusion; and to monitor and issue permits for all signs and billboards in the district.

COMPOSITION: Seven members: one member from the Historic Preservation Commission designated by its chair; Commissioner of Neighborhood Services or his or her designee; the Common Council member representing the aldermanic district in which BID #2 is located or the Council member's designee; four citizen members appointed by the Mayor and confirmed by the Common Council, a majority of whom must own or occupy property in the district.

Citizen members and the Historic Preservation Commission member serve three year terms.

Members shall be appointed no later than 60 days after the third Tuesday in April in even numbered years to two-year terms expiring on the third Tuesday of April two years thereafter. When a vacancy occurs, the appointing authority shall make an appointment within 60 days after a vacancy occurs.

A member who is not an elected official continues to serve after the completion of his or her term until reappointed or until a successor has been appointed.
